What to do about a boy?

Alright, so there's this boy........ I totally like him. We're good friends already, and I'm certain he know I like him. Lately he's been extremely flirty with me, even more than usual. He gives me hugs hello and goodbye everytime he sees me. He's played footsie with me about four times week, makes it very clear that he thinks I'm hot. Great right? No. He does all this stuff with me, but then I see him flirt with other girls, one in particular. He is a flirt.Now this girl, I'm also friends with her. She the boy actually went out a couple weeks ago, but the relationship lasted 4 days. The boy said she was too controlling. And yet he still flirts with her a lot, and she has more cles with him than me. She might like him too, I'm not sure(she hasn't admitted to it). I've asked him if he's going to ask her out, and he said no... But I can't keep f*cking around like this if he's not going to ask me out.So on Monday, should I keep acting the same way, or start refusing his hugs and such?
