Help! I've been locked out of my mobile, and it says "PUK blocked. What does that mean and how do I unlock?

Sorry i think u have wrongly entered ur PUK code more than limitations..Ok no problem u call the Customer care/network service provider via person or mail..U can get the code after taken a complaint..Ok so that all process u must use the Instructions safely..I followed the Instructions when unlocking the Mobile from the T-Mobile US network nokia 6600 model
